The Chief Medical Officer (CMO) is an executive leader at Hillsboro Medical Center (HMC), driving clinical strategy, physician alignment, and medical leadership while working as a dyad with the Chief Nursing Officer (CNO) and the Vice President of Ambulatory (VPA). This role provides strategic and operational oversight for all clinical care and medical staff performance, emphasizing a culture of quality, safety, accountability, and innovation. The CMO is crucial for fostering partnerships with OHSU, supporting academic integration, and ensuring system-wide clinical excellence. The CMO has a dotted line relationship to the OHSU Health CMO. As the senior physician executive, the CMO leads care transformation, a just culture of quality and safety, physician engagement, and regulatory compliance across all inpatient, outpatient, and specialty care settings.
Functional Leadership. Leads and oversees assigned departments/functions to support strategic initiatives, achieve operational objectives, and ensure the overall health and success of the organization. Representative duties and responsibilities include, but are not limited to:
- Leads organizational quality, safety, and performance improvement initiatives, aligning them with strategic goals and regulatory standards.
- Drives the organization's journey to become a High Reliability Organization (HRO), embedding practices that promote safety, effectiveness, and equity.
- Oversees care management, utilization review, and peer review processes to ensure evidence-based and efficient care, serving as the executive sponsor for clinical documentation integrity and accreditation readiness, and supporting the development and monitoring of clinical practice guidelines and protocols.
- Provides oversight of all professional staff appointments, credentialing, peer review, and physician performance.
- Directs medical staff services, mentoring, and evaluating medical directors, physicians, and Advanced Practice Providers (APPs).
- Develops and implements physician leadership programs and team-based care models, while promoting ongoing continuing education, clinical orientation, and professional development for all medical staff.
- Leads care transformation initiatives to improve clinical outcomes, reduce variation, and advance value-based care.
- Collaborates with hospital and OHSU leadership on integrated care models, shared service lines, and system alignment.
- Guides the planning, development, and implementation of clinical programs that meet community needs, provides operational oversight for ambulatory, diagnostic, and specialty services, and contributes to decisions on product standardization, equipment selection, and resource utilization for clinical care.
- Supports the Graduate Medical Education program and medical education partnerships with OHSU, while fostering and maintaining strong collaborative relationships with OHSU department chairs and clinical leaders.
- Represents HMC in OHSU Health multi-hospital initiatives, referral networks, and systemwide clinical forums, and promotes physician integration, referrals, and program development in alignment with both academic and community goals.
- Co-leads regulatory compliance and survey readiness activities with hospital leadership, ensuring all clinical services meet or exceed expectations from HFAP, Medicare, Medicaid, and other regulatory agencies.
- Champions adherence to IOM standards for safe, effective, patient-centered, timely, efficient, and equitable care.
People Management. Leads and manages assigned departments/teams to support workforce satisfaction and engagement and efficient operations. Executes leadership and supervision tasks in an accurate, equitable, timely and effective manner to meet service and performance expectations. Representative duties and responsibilities include, but are not limited to:
- Engages and collaborates with nurses, physicians and other clinical staff to ensure alignment with HMC goals and enhance clinical performance.
- Manages employees from selection and hiring/onboarding through offboarding/separation. Establishes clear expectations and fosters an environment that supports good communication.
- Coaches, mentors, and supports staff at all levels of the organization.
- Takes steps to ensure continuity of operations. Proactively engages in workforce capacity planning, leadership development, management skill-building, and succession planning.
- Actively monitors and manages employee satisfaction, engagement and turnover.
- Engages in a constructive manner with labor unions, understanding contract requirements and mediating employee concerns and/or union grievances. Addresses difficult situations in a timely and effective manner.
Outcomes & Financial Management. Ensures the operational and financial performance of assigned departments/functions through appropriate strategies and objectives. Representative duties and responsibilities include, but are not limited to:
- Works within HMC and collaboratively with OHSU and other partner organizations to ensure coordinated delivery of high-quality care that optimizes revenues, controls costs, and manages resources to support profitability and sustainability.
- Leads cross-functional teams across HMC and OHSU/partner organizations to achieve desired outcomes and key performance indicators (KPIs).
- Uses effective methods and metrics to measure and monitor performance.
- Takes initiative to address challenges. Leads and/or engages in performance improvement and quality initiatives. Actively pursues opportunities for cost savings and revenue enhancements.
- Communicates departmental status updates transparently and consistently.
Strategy & Planning Leadership. Contributes functional and leadership expertise to lead and support strategic, operational, and fiscal planning for the organization. Representative duties and responsibilities include, but are not limited to:
- Leads the development and execution of organizational and strategic plans for the improvement of clinical operations, advancement and promotion of professional practice, and growth . Develops effective proformas and business cases (in partnership with the Finance team).
- Collaborates with HMC leadership to integrate medical services with overall HMC objectives.
- Identifies and implements innovative approaches and initiatives to expand access to care and health equity in the community (particularly for underserved populations) and improve patient outcomes.
- Builds and maintains relationships with community partners and stakeholders to enhance the HMC's presence and reputation in the community.
- Develops and leads implementation of organization-wide strategies and work plans.
- Guides and supports subordinate staff in the development of department/function-specific initiatives, goals and objectives. Coaches and develops directors and managers as they implement work plans. Ensures that systems are in place to document progress and results.
- Inspires commitment and leads others to implement and execute plans.
Performs other related duties and special projects, as assigned.
