  • Summary of Duties

    The Director of Emergency and Women’s and Children’s Services is a Registered Nurse (RN) who is responsible for upholding excellence in the provision of nursing care through the implementation of the nursing practice. The Director is responsible for the administrative, leadership and strategic functions of one or more service lines. Utilizes professional practice as the foundation for leading nursing practice.


    The Director’s decisions and actions are based on ethical principles as outlined by the American Nurses Association. Practices in adherence with the American Nurses Association’s (ANA) Nursing Administration: Scope and Standards of Practice for Nurse Administrators, the ANA’s Code of Ethics, the Oregon State Board of Nursing Practice Act, and within the context of the Nurse Executive Competencies developed by the American Organization of Nurse Executives (AONE). Exemplifies the principles of the OHSU Tuality mission and vision statements by committing to a Just Culture, a Reporting Culture, a Learning Culture, and an Engaged Informed Culture.



    • The Director partners with the interdisciplinary leadership and care teams to ensure the delivery of safe and quality patient care; and compliance with administrative and clinical policies and procedures.
    • Performs executive leadership activities to lead the clinical areas in developing and implementing strategic quality and safety initiatives.
    • Ensures adherence to regulatory standards, bargaining unit agreements, hospital and clinical standards of performance, and human resource management.
    • Leads others to create an employment environment that supports a safe, knowledgeable, passionate, productive, and engaged staff.

    Additional responsibilities:

    • Responsible for the organizational emergency management program to ensure compliance with all regulations for disaster planning as outlined by The Joint Commission.
    • Works cooperatively and supportively with the heads of diagnostic and therapeutic departments to ensure availability, quality, and effective use of support services to support Emergency Department throughput.
    • Monitors community needs and works collaboratively with local law enforcement agencies.
    • Supports collaboration with community partners to ensure that Tuality is represented in the community disaster program.
    • Oversees process improvement activities that enhance throughput in the Emergency Department and understands the interface with hospital throughput initiatives.
    • Collaborates with Case Management to ensure observation standards are in compliance and utilization of observation status is maximized.

    Decision making and budget responsibilities: 

    • Responsible for administrative, financial, strategic and clinical direction of the OHSU Tuality Emergency Department, Family Birth Unit, NICU and Inpatient Pediatric unit.

    Assigned direct reports: 

    • Direct reporting of the following positions (not limited to): Staff Nurse, Nurse Tech, ED support tech, Surgical Tech, Nurse Leader, Nurse Manager, Clinical Specialty Leader, Perinatal Educator, Lactation Consultant.

    Hiring Competencies








    • Masters in Nursing or Healthcare related field.
    • BSN degree. Master’s degree in nursing can be used in lieu of BSN.
    • A copy of your highest science-related academic diploma or transcript must be provided




    • 7+ years of healthcare progressive experience in decision-making role with at least 3 years managing personnel.
    • 3-5 years of work experience in related clinical area of practice.

    Licenses, Certifications and/or Registrations:


    • Current, unencumbered licensure as a registered nurse by the Oregon State Board of Nursing.
    • American Heart Association Healthcare Provider BLS.



    • Professional certification in nursing leadership.
    • Certification in one pertinent specialty areas of nursing.
    • Advanced Cardiac Life Support and Pediatric Advanced Life Support provider preferred.

    • Demonstrates excellent public speaking skills.
    • Demonstrates knowledge of leadership skills, organizational skills and the nursing process to provide appropriate individualized patient care.
    • Exhibits knowledge of financial management and budget preparation processes.
    • Utilizes computer for data analysis and communication.
    • Demonstrates excellent customer service skills.


    • Membership in appropriate professional organization preferred.
    • Bilingual skills a plus
